The Finocchiaro CLP Government has launched a new Territory-wide Housing Strategy to support economic growth, workforce attraction, and community wellbeing.
The Strategy will improve housing outcomes across the Territory by unlocking land supply and accelerating delivery.
The Housing Strategy is a key element of the CLP plan to rebuild the economy and restore our unique Territory lifestyle.
The Finocchiaro CLP Government has released a new Housing Strategy to deliver the homes needed for a growing economy, a stronger workforce and thriving communities.
The NT Housing Strategy 2026-2030 sets a clear path to increase housing supply, improve affordability and support economic growth.
Minister for Housing, Local Government and Community Development, Steve Edgington, said housing was fundamental to growing the Territory, attracting skilled workers and improving quality of life.
“As part of the CLP Government’s year of growth, certainty and security, we have launched our Housing Strategy 2026-2030. The strategy is a key element of our plan to rebuild the economy and restore our unique Territory lifestyle,” Minister Edgington said.
“We need housing that keeps pace with the Territory’s growth, supports workers and families, and delivers for communities right across the Territory.”
Minister for Housing Construction Bill Yan said the strategy would build on the success of the HomeGrown Territory and FreshStart Territory grants that have helped more Territorians to own their own homes.
“These grants have been a quality investment in the builders, apprentices, and the wider industry to help rebuild the Territory economy and get more houses built,” Minister Yan said.
The Territory reported the highest level of residential building approvals in June 2026 since November 2016 with 86 approvals. The Territory also had the highest national increase in building approvals across the last 12 months (45.8%).
“There is a lot of momentum in the housing sector with construction work up 18% to $347 million the year to March quarter 2026 and this strategy will help continue this,” Minister Yan said.
Minister for Lands, Planning & Environment Joshua Burgoyne said the CLP Government has focused on increasing residential land supply through Crown land projects at Holtze, Zucccoli, Northcrest, and Kilgariff, and private developments at Marrara Gardens, Durack Heights and Humpty Doo.
“A strong housing sector underpins a strong Territory. It’s critical to growing our economy, improving liveability and making the Territory the best place to live, work, visit and invest,” Minister Burgoyne said.
“We continue to work with developers and landowners to streamline approval processes and identify new areas for housing across the Territory so that we have an ongoing pipeline of serviced land because strategic land availability drives housing construction.”
The NT Housing Strategy 2026-2030 is a Territory-wide plan that includes social housing, affordable and private rentals, pathways to home ownership, bolsters private market offerings, increases housing supply and removes barriers to delivery.
The Strategy will improve housing outcomes across the Territory by unlocking land supply and accelerating delivery.
This includes funding enabling infrastructure, maintaining a pipeline of development-ready land, and improving coordination to bring land to market faster.
It also focuses on boosting construction capacity by growing the workforce, addressing cost and supply chain pressures, and supporting construction approaches suited to Territory conditions.
The Strategy provides seven strategic pillars to drive coordinated action across government, industry and communities:
