We want your feedback on the Capacity Investment Scheme (CIS) 2025 Western Australia Wholesale Electricity Market (WEM) Design Paper.
This consultation is an important opportunity to shape the design of a new tender. The tender will support projects in renewable energy generation and clean dispatchable capacity in the south-west grid in Western Australia.
The CIS is designed to accelerate investment in:
- renewable energy generation, such as wind and solar, and
- clean dispatchable capacity, such as battery storage.
It offers projects long term investment certainty for projects by underwriting.
The scheme supports key national energy goals to:
- deliver 82% renewable electricity by 2030
- add 32 GW of energy capacity by 2030
- support energy reliability as demand grows and ageing coal power stations retire
- place downward pressure on electricity prices.
Supporting renewable energy in WA
The design paper highlights the unique features of the WA electricity market, including:
- the Reserve Capacity Mechanism, which ensures capacity for the market through Capacity Credits
- the role of bilateral energy and Capacity Credit trading.
The design paper outlines potential features for a proposed WEM tender in 2025, which combines generation and dispatchable capacity. The consultation will focus on parts related to CIS renewable generation.
Feedback will help refine the design of the CIS tender including guidelines and Capacity Investment Scheme Agreements. Have Your Say
