Council lodges submission on North East Link Project’s proposed boundary expansion

As previously communicated, the North East Link Program (NELP) is proposing changes to its project boundary, through Planning Scheme Amendment GC271.

If approved, these changes will affect 2 locations in Manningham, with the intent to extend the North East Link Project boundary in Doncaster and Doncaster East via the Specific Controls Overlay (SCO12).

In response to the proposal, we have prepared a submission that was discussed and endorsed at an Additional Council Meeting on Thursday 2 July 2026. The submission has now been lodged to NELP.

The submission outlines our objection to the amendment in its current form due to a range of concerns, including:

  • potential environmental impacts
  • vegetation loss
  • impacts on public amenity and open space
  • traffic and access impacts
  • a lack of sufficient detail regarding the proposed works
  • inadequate community consultation
  • inconsistencies within the amendment documentation
  • long-term certainty relating to public land and Council assets.

Our submission recommends that the extent of the proposed Specific Controls Overlay (SCO12) be reviewed and significantly reduced to better align with the areas genuinely required to facilitate the anticipated works.
