Council seeks expressions of interest for Woodward Street site, aimed at affordability

Orange City Council is seeking expressions of interest for the development of a site on Wooward Street for affordable housing.

The land is known as proposed Lot 2, 94 Woodward Street Orange and has an area of 4833.4m2. It is bounded by Emus Rugby Club to the east and Elephant Park to the north. A house to the south of the site is not part of the EOI process.

The push for social and/or affordable housing on the site followed the matter being raised by Cr David Mallard.

Cr Mallard said the issue of affordability in Orange and across Australia was well documented.

“There is a pressing need to address social and affordable housing shortages in Australia. Addressing housing affordability will take action from all users of government as well as nongovernment

organisations and industry,” Cr Mallard said.

“While we need federal and state governments to deliver more structural solutions, for Orange City Council’s part we can look at using Council owned sites to contribute to addressing affordable housing pressures.”

“It’s a relatively small site in terms of the magnitude of the issue but it together with the Redmond Place development east of the city is real action.”

EOIs will need to include:

  • Price offer for the site
  • Conceptual plan
  • Capacity to deliver an Affordable Housing Project
  • Experience in delivery of an Affordable Housing Project
  • The type and number of Affordable Housing types that would be provided on the site
  • Detail of a Community Housing Provider that would manage the Affordable Housing development going forward
  • Timeframes for design, development application lodgement and construction
  • Include options for key worker accommodation

EOIs will also need to demonstrate how they respond to the State Environmental Planning Policy (Housing) 2021 or NSW Affordable Housing Ministerial Guidelines 2023-24.

Under the State Planning Policy affordable housing is aimed assisting very low-income, low-income or moderate-income households.

Housing is generally considered affordable if it costs less than 30 per cent of the gross household income.
