Gilgandra Shire Council has marked the official transition of leadership, with Kathryn Larkin commencing as Interim General Manager following the departure of former General Manager David Neeves.
A handover between Mr Neeves and Ms Larkin took place on Friday, where they were joined by Mayor Doug Batten, recognising both Mr Neeves’ decade of service to the organisation and the beginning of Council’s next chapter.
Mayor Batten said while leadership had changed, Council’s focus remained firmly on delivering for the community.
“Today marks a changing of the guard for Gilgandra Shire Council, but it also represents continuity,” Mayor Batten said.
“Kathryn knows this organisation exceptionally well and has been part of our leadership team for many years. She understands where we’re heading and will ensure Council continues to deliver on its commitments to the community.”
Ms Larkin will serve as Interim General Manager for the next six months while Council undertakes the formal recruitment process for a permanent General Manager.
Mayor Batten said Council remained focused on progressing a significant pipeline of projects and initiatives already underway.
“We have an exciting period ahead, with major investments and strategic initiatives continuing across the Shire. Kathryn’s leadership will ensure we maintain stability, continuity and momentum as these projects progress.”
Among Council’s priorities over the coming months are the construction of the new Sewer Treatment Plant, continued development of the Hunter Park Precinct, implementation of Council’s Digital Transformation ICT Roadmap, preparations for the Goin’ to Gil and Under the Gums Festival 2026, and ongoing investment in aged care and disability services, including new staff accommodation to support workforce attraction and retention.
Ms Larkin said she was looking forward to leading the organisation through the transition period.
“It is a privilege to step into the role of Interim General Manager and continue the work already underway across the organisation,” Ms Larkin said.
“Our staff are committed to delivering quality services and projects for our community, and my focus will be on supporting that work while ensuring Council continues to move forward with confidence.”
Mayor Batten also acknowledged the significant contribution made by outgoing General Manager David Neeves.
“David has dedicated more fifteen years of service to Gilgandra Shire Council over the past twenty years and has led the organisation through a period of significant growth, investment and change,” Mayor Batten said.
“On behalf of Council and our community, I sincerely thank David for his leadership and commitment, and wish him every success in the future.”
