Greater Shepparton well positioned to meet future housing and industrial growth

Greater Shepparton City Council has welcomed the findings of its latest Residential and Industrial Land Supply Assessments, confirming the municipality has substantial residential land capacity to accommodate future population growth, housing demand and sufficient industrial land to provide for future economic development opportunities.

Presented at the September Council Meeting, the assessments provide a comprehensive overview of residential and industrial land supply across the region and reinforce Greater Shepparton’s role as the principal population and economic centre of the Goulburn Valley.

Mayor, Councillor Geoff Akers said the findings provide confidence that Greater Shepparton is well placed to support future growth while continuing to attract investment, jobs and new residents.

“These assessments confirm what we know, that Greater Shepparton has substantial residential land capacity available to accommodate projected housing demand well into the future,” he said.

“Importantly, they demonstrate that future growth can be accommodated within our identified residential growth areas and that we have sufficient residential land stocks to satisfy Victorian Government housing targets through to 2051.”

As of July 2026, zoned urban greenfield land had an estimated capacity of approximately 6,400 dwellings, with a further estimated capacity of around 9,700 dwellings within identified future residential growth areas. Depending on the dwelling growth scenario adopted, current zoned greenfield land stocks are estimated to provide between 21 and 27 years of supply.

The assessments also identified a strong pipeline of residential land already approved for development, with approximately 1,500 lots progressing through various stages of planning, design, servicing and construction.

While the municipality has adequate land supply, the assessments highlight that the key challenge is bringing approved land to market as quickly as possible.

“The issue is not a lack of land supply. In fact, we have a significant amount of approved land already in the development pipeline,” Cr Akers said.

“The focus now is on supporting the progression of these developments through detailed design, civil construction, service connections, titling and ultimately land release, so new homes can be delivered to meet community demand.

“While Council continues to undertake its strategic planning, growth management and statutory planning responsibilities, the conversion of approved residential land into titled, market-ready lots is largely dependent on the investment decisions, delivery programs and commercial timing of individual developers and landowners.”

The Industrial Land Supply Assessment also confirmed Greater Shepparton remains well positioned to support ongoing business growth and investment opportunities across the region.

The assessment identified approximately 310 hectares of future industrial land and confirmed the strategic importance of GV Link Enterprise Park, which is estimated to provide approximately 170 net developable hectares for major freight, logistics and manufacturing uses. Existing general industrial zoned land stocks are estimated to provide approximately seven years of supply, with an additional 18 years available through identified future industrial land.

Cr Akers said the reports provide a valuable evidence base to guide Council’s future planning and advocacy efforts.

“These assessments will help inform land use planning, infrastructure investment and economic development initiatives, including an upcoming review of the Shepparton and Mooroopna 2050: Regional City Growth Plan, ensuring Greater Shepparton remains a vibrant and prosperous regional centre,” he said.

“As our community continues to grow, it is vital that we continue planning for the future and work collaboratively with developers, service authorities and government agencies to ensure housing and employment land can be delivered efficiently and sustainably.”

The findings will support Council’s ongoing strategic planning activities and help ensure Greater Shepparton remains well prepared to accommodate future population and economic growth.
