Five new board members will oversee Kāinga Ora – Homes and Communities when it is established on 1 October, led by an initial Board Chair, Sir Brian Roche, who will remain in the role until 31 December 2019, Housing Minister Megan Woods announced today.
Three agencies that build and provide homes – Housing New Zealand, its subsidiary HLC, and the KiwiBuild Unit – will come together to form the new Crown agency Kāinga Ora.
The board members are Vui Mark Gosche, John Duncan, Professor Philippa Howden-Chapman (1 October 2019 to 30 September 2021) and Dr Nicola Crauford and Pat Snedden MNZM (1 October 2019 to 31 December 2019).
“These six board members have an important role in ensuring Kāinga Ora delivers on its two key roles: being a world-class public housing landlord and working in partnership to enable, facilitate and build urban development projects of all sizes.
“Their skills and expertise in governance, alongside strong networks and experience in the housing, construction and development sector is an ideal mix for a board tasked with transforming New Zealand’s housing and urban development system,” says Megan Woods.
A process to appoint the Chair and additional members for the period from 1 January 2020 has been initiated, with expressions of interest in these roles now sought.
An announcement about the appointment of the Chief Executive of Kāinga Ora will follow.

Notes to the editor:
- The Ministry of Housing and Urban Development will be the monitoring agency for Kāinga Ora and lead the Government’s housing and urban development agenda.
- The Kāinga Ora Board has wide-ranging responsibilities, including setting the organisation’s strategic direction and annual performance expectations (in consultation with the Minister of Housing), managing risk and ensuring compliance, and stakeholder management.
- Vui Mark Gosche was a Member of Parliament from 1996 to 2008 and held several Cabinet posts, including Minister of Housing. Until recently he was the Chief Executive of Vaka Tautua, a Pacifica-based health and social services provider, and Chair of Counties Manukau DHB. He is the current Chair of the Housing New Zealand Board.
- John Duncan has extensive management experience and experience in global financial markets, including banking and risk management. He is a director of Public Trust and an advisor to Auckland City Council on funding, risk management, balance sheet and capital issues and the Executive Director for the Auckland Investment Office. He has been a Housing New Zealand Board member since 2015 and Chair of HLC since 2016.
- Professor Philippa Howden-Chapman from the University of Otago, Wellington has a background in public health, with a focus on housing, energy, climate change and sustainable cities. She chaired the WHO Housing and Health Guidelines Group and was a member of the Independent Housing Stocktake Group. She has been a member of the Housing New Zealand Board since 2018.
- Dr Nicola Crauford is a professional company director with extensive governance and senior management experience and a background in infrastructure and engineering. Her governance portfolio spans energy, water and telecommunications utilities, science research and development, and environmental protection and regulation. She was involved in the establishment of Fire and Emergency New Zealand, where she was Deputy Chair.
- Pat Snedden MNZM is a director of the Ports of Auckland and chairs the Auckland District Health Board, a National Science Challenge called E Tipu e Rea and Manaiakalani Education Trust. He received the NZ Order of Merit for services to education and Māori.
