Outcomes From August 2026 Standing Committee Meetings

Councillors met at 5:30pm on 11 August 2026 for the Dubbo Regional Council (DRC) Standing Committee meetings. Outcomes from the Standing Committees will be taken to the Ordinary Council meeting on 25 August 2026 for consideration and adoption, with the exception of those matters to which delegation to the committees has been appointed.

Infrastructure, Planning and Environment Committee

PUBLIC EXHIBITION RESULTS – 2026 – 2028 WATER SUPPLY AND SEWERAGE CUSTOMER SERVICE PLAN: Councillors noted the results and recommended that the 2026 – 2028 Water Supply and Sewerage Customer Service Plan be adopted.

DEVELOPMENT ACTIVITY SUMMARY: Councillors noted the report which outlined that Council approved 54 Development Applications in the month of June 2026, compared to approving 60 Development Applications in June, the previous year. In respect of the overall value of Development Applications approved, for the month of June 2026 the value was $28,368, 933 and for the June 2025 the value was $46,553,623.

SCABBING FLAT BRIDGE UPDATE: Councillors noted the report by the Director Infrastructure and recommended that the information provided in the report be collated in a format that would be useful to the Scabbing Flat Bridge community and that Council continues to advocate to Transport NSW and other relevant bodies for the Scabbing Flat Bridge replacement as opportunities arise.

Culture and Community Committee

MACQUARIE REGIONAL LIBRARY STRATEGIC PLAN 2026 – 2029: Councillors recommended that the Macquarie Regional Library Strategic Plan 2026 – 2029 be adopted.

MACQUARIE REGIONAL LIBRARY OPERATIONAL REPORT JANUARY 2026 TO JUNE 2026: Councillors noted the Macquarie Regional Library Operational Report for the period January to June 2026.

Corporate Services Committee

CORPORATE WEBSITE REDEVELOPMENT SURVEY RESULTS: Councillors noted the information contained within the report, including that a website redevelopment roadmap and associated implementation plan be presented at a future Ordinary Meeting of Council.

CENTRAL ORANA DROUGHT RESILIENCE PLAN: Councillors noted the information contained within the report for the Central Orana Drought Resilience Plan.

RESCISSION OF COUNCIL POLICY – PETITIONS: Councillors recommended that the 2019 Petition Policy be rescinded due to being superseded by the more recent Community Engagement Strategy.

INVESTMENT UNDER SECTION 625 OF THE LOCAL GOVERNMENT ACT – JULY 2026: Councillors noted the report of the Revenue Accountant.
