The high-profile visit provided an opportunity to highlight Council’s role in delivering frontline support for families and partnering with the Victorian Government on key reforms.
Ministers and attendees toured the Barring Djinang facility, gaining firsthand insight into service delivery before a media announcement and Q&A session at the kindergarten.
The program also featured one of our City of Port Phillip MCH nurses, attending with her baby while on parental leave, offering a firsthand perspective of families using the service.
The visit marked the launch and promotion of two key initiatives:
- Parent Portal – A secure digital version of the “green book” (My Health, Learning and Development Record), enabling families to access their child’s health and development information and find local kindergarten services.
- Thriving Kids initiative – A new early intervention approach that introduces developmental assessments before kinder and school, and connects families with tailored supports based on identified needs
Both initiatives reinforce the role of Council’s MCH and early childhood services as trusted entry points for families seeking support.
Members of the Ministerial team commended the high quality of the services and the professionalism of our teams. The visit underscored the importance of local government in delivering integrated early years services and supporting positive outcomes for children and families.

Council thanks all staff involved in planning and delivering the event, whose efforts ensured a seamless visit and practically demonstrated the impact of Port Phillip’s early years system.
