Update on Domestic Building Manager Transition arrangements

We want to update you on the progress of regulation changes relating to the phase out of the Domestic Builder Manager (DB-M) class of registration.

The Department of Environment, Land, Water and Planning (DELWP) is finalising regulations which will include a staged approach to the phasing out of DB-M registrations by 30 June 2022.

This will ensure the majority of outstanding building work undertaken by DB-M practitioners, and Domestic Builder Unlimited with condition 40 practitioners (who have the same scope of works as DB-M practitioners) can be finalised before the expiry of DB-M registrations on 30 June 2022.

The VBA expects that these regulations will include that DB-M practitioners will not be authorised to enter into major domestic building contracts or be named on an application for a building permit after a specific date. Those dates are yet to be finalised by DELWP; however, once determined they will be communicated to practitioners in advance of taking effect.

The VBA continues to support practitioners looking to transition to other classes of registration, we urge those who haven’t already done so, to do so as a priority.
