Amended DA for affordable housing at 57 Station St on exhibition

Council has received an amended development application (DA) for Mullumbimby’s mix-use affordable housing development at 57 Station Street Mullumbimby. The DA is on public exhibition for eight weeks until 16 August 2026.

The proposed development is part of a collaboration involving Council, Landcom (the NSW Government’s land and property development organisation) and a community housing provider to address the shortage of affordable housing in the Byron Shire.

While Council owns the site, which currently serves as a public carpark providing 41 parking spaces and an amenities block, Landcom is the developer.

Landcom is proposing the construction of a two-storey building containing 28 one and two-bedroom units, ground floor boarding house, 19 car parking spaces for residents and a retail space.

The amended DA was submitted by Landcom in response to feedback from Council and the community following the first public exhibition last year.

Matters raised with Landcom included questions about the footprint of the building, potential flooding, stormwater management, waste management, traffic impacts, scale, architectural design issues, impact of construction on businesses and proximity to existing sewage infrastructure.

The location has not changed but Landcom has made a number of changes to its original plans to reflect the feedback it received.

The changes in the amended DA for 57 Station Street include:

  • An increased setback of 3.69 metres to the southern boundary at ground level and a three-metre setback on the floors above.
  • Changes to the roof design.
  • Changes to the front elevations on Station Street.
  • Pathway along the southern boundary to enable access to the rear of the neighbouring cafes.
  • Minor changes to the car parking and loading bay arrangements.
  • Further engineering and technical detail.

Parking

The proposed redevelopment of 57 Station Street will result in the loss of 41 public carparks.

Council remains committed to providing compensatory public parking and new public toilets. Once concept design for these car parks has been completed, community consultation will be undertaken.

A Mullumbimby Parking Study will be done in the next 12 months with the aim of identifying current and future demand for car parking and identifying areas around the town that could be used for additional public carparking.

Council’s role in the assessment of the DA

Landcom is the developer of 57 Station Street.

The DA will be determined by the Northern Regional Planning Panel.

In accordance with NSW Planning legislation Council’s role in the DA process is to:

  • Assess the DA submitted and provide a report to the Northern Regional Planning Panel. Noting the interest from the community about this DA, Council has engaged an independent Planning consultant to do the assessment and report.
  • Receive public submissions on the DA.
  • Review the public submissions and provide a comprehensive report to the Northern Regional Planning Panel on the issues raised.

Council will let the community know about the DA and submission timeframe in local media, Council’s E News and on Council’s website.

History

2022

Council agreed to enter into a Project Agreement with Landcom to provide a site for the development of affordable housing including two units for Council staff.

2024

Council resolved to sell the land to a Community Housing Provider once the development is completed. The Community Housing Provider will manage the leasing of the units.

2025

Development Application 10.2025.212.1 submitted by Landcom in June 2025.
