Amendments to Hills DCP 2012 – 346-350 Old Northern Rd Castle Hill

Amendments to The Hills Development Control Plan (DCP) 2012 relating to land at 346-350 Old Northern Road, Castle Hill (1/2021/PLP)

The NSW Department of Planning and Environment has finalised a planning proposal applicable to land at 346-350 Old Northern Road, Castle Hill (1/2021/PLP).

The proposal will amend Council’s Local Environmental Plan to facilitate the redevelopment of the Castle Ridge Retirement Village by including ‘Seniors Housing’ as an additional permitted use on the land, increasing the building heights up to a maximum of 22m and applying a floor space ratio of 0.83:1 across the site.

Council did not support the finalisation of the planning proposal. However, at its Meeting of 23 May 2023, Council did resolve that in the event that the Department of Planning and Environment finalises the planning proposal contrary to Council’s determination, Council will adopt the following sections of The Hills Development Control Plan 2012:

  • Part D Section 27 – 346-350 Old Northern Road, Castle Hill; and
  • Part B Section 2 – Residential Map Sheet 8.

The amendments to the DCP have been prepared to guide built form outcomes on the site.

Part D Section 27 is a new site-specific section that includes controls relating to setbacks, landscaping, built form design, parking and vehicular access, public domain pedestrian amenity, solar access and overshadowing.

Amendments to Part B Section 2 Residential Map Sheet 8 remove the current site coverage controls, as new site coverage controls are now contained within the new site-specific section of the DCP.

Noting the Government’s decision to finalise the planning proposal, the DCP amendment comes into force today, 20 October 2023, in conjunction with notification of the associated planning proposal (1/2021/PLP) on the NSW Legislation Website.
