New chairperson to lead Building and Construction Industry Training Board

  • Reg Howard-Smith appointed chairperson of the Building and Construction Industry Training Board
  • Coincides with introduction of new legislative changes relating to the Building and Construction Industry Training Fund to further support construction training in WA
  • The McGowan Government has appointed Reg Howard-Smith as the new chairperson of the Building and Construction Industry Training Board to lead change in the operations of the Building and Construction Industry Training Fund.

    Mr Howard-Smith replaces Ian Hill who stepped down from the role in January this year.

    As a former chief executive officer of the Chamber of Minerals and Energy, Mr Howard-Smith has extensive experience as an industry advocate and as a spokesperson who has provided representation at the highest level of government.

    Mr Howard-Smith’s strong skills in stakeholder communication and engagement will assist the Board in effectively responding to the 2019 Statutory Review of the Building and Construction Industry Training Fund and Levy Collection Act 1990.

    His skills will also be valuable in the ongoing successful management of the resource industry’s contribution to the Fund following the removal of its exemption to the levy in 2018.   

    Mr Howard-Smith’s appointment coincides with the introduction of legislative changes in response to the 2019 statutory review.

    The Amendment Bill being introduced into State Parliament will allow project owners the option to pay assessed levies over $1 million in yearly instalments on a pro-rata basis over the life of the construction work or another period as agreed by the Minister. This will support construction training without impacting project viability.

    This option will apply to all construction work with an estimated value of $500 million or more.

    Mr Howard-Smith’s appointment became effective on March 9, 2020.

    As stated by Education and Training Minister Sue Ellery:

    “Reg Howard-Smith has the right mix of knowledge and skills to effectively lead the Building and Construction Industry Training Board in a time of significant change.

    “He will provide a strong, independent voice backed by leadership experience and a deep knowledge of the construction and training sectors.

    “Importantly, I have asked him to work closely with all stakeholders – existing and new – to ensure all points of view are explored.

    “I welcome Mr Howard-Smith’s appointment and look forward to working with him and the Board in responding to the recommendations of the 2019 Statutory Review of the Building and Construction Industry Training Fund and Levy Collection Act 1990.

    “I would also like to acknowledge and thank Ian Hill who was the former Board chair and who made such an important contribution to helping the building and construction industry meet its demands for skilled workers.”
