Parking at Senior Citizens Centre

Is it the case that previous permits allowing members at the Senior Citizens Centre free parking are no longer valid?

Correct. The Smarter Parking System came into operation on Monday, 3 February.

There is no change to parking arrangements for those members with Disabled Parking Permits. As part of the changes, there will be the creation of up to five additional disabled car spaces immediately adjacent to the Senior Citizens Club.

Are there any plans to review the current set-up?

The Smarter Parking Plan was implemented after extensive consultation with all CBD parking users and Council’s consideration over a lengthy period of time. With the technology now being utilised there is flexibility to make changes to address issues that may arise as part of the implementation and operation. Council has acknowledged this desirability to be flexible if necessary, in their implementation of the plan.

How does the Mayor view the situation where (5) volunteers who were previously able to park without charge are now having to pay for their commitment to help an important local community group (senior citizens centre)?

Two Hour free parking remains in place in the surrounding carpark. We have given special consideration to this area, with Two Hour free parking, as opposed to One Hour free in other parts of the CBD. The Smarter Parking Plan was developed with the intent to provide for the better utilisation of all CBD parking and to provide flexibility for individual users. The system is intended to accommodate all users rather than provide exclusivity to individual businesses and members of clubs.

What about the many senior citizens – who do not have disabled badges – who previously were able to enjoy lunch and an activity at the centre without charge? How does this situation fit in with the CoB Growing Older Well in Ballarat?

The carparking surrounding the Senior Citizens Centre in Little Bridge Street remains two hours free, which will provide significant flexibility for members and visitors to the Senior Citizens Centre.

The City’s previous parking system wasn’t working efficiently and was confusing.

Council acknowledges that the new parking arrangements may place some pressures on different groups who hold sessions and activities throughout the day, but this is a more equitable system that will allow cars to move around our City.

Mayor, Cr Ben Taylor
