Planning panel recommends support for Cranbourne housing proposal

An independent Planning Panel have released a report into the proposed rezoning of land at Cyril Beechey Lane in Cranbourne.

Appointed by the Victorian Government, the Panel considered Casey Planning Scheme Amendment C300case, which proposes to rezone land at 39-45 and 40-46 Cyril Beechey Lane for future residential development.

Following a public exhibition process and hearings held in May, the Panel has recommended Council adopt the amendment, subject to some minor changes and safeguards outlined in its report.

The Panel concluded that environmental and development risks can be appropriately managed and supported Council’s strengthened Environmental Audit requirements as an appropriate safeguard prior to development proceeding.

The report details the key issues raised by the community that were considered by the Panel – including potential impacts associated with the former Stevensons Road Landfill, the protection of Southern Brown Bandicoot habitat, bushfire risk, traffic impacts, noise and neighbourhood character.

Ultimately the Panel concluded the amendment is strategically justified and can proceed with appropriate planning controls in place.

Mayor Cr Stefan Koomen said Councillors would now carefully review the Panel’s recommendation before deciding on the next steps.

“Councillors will formally consider the Panel’s report at a future Council Meeting before determining whether to adopt the amendment and seek final approval from the Minister for Planning,” said Cr Koomen.

“Councillors still advocate for a completed environmental audit before the amendment is next put forward to Councillors for consideration,” said Cr Koomen.
