We welcome the announcement by the Minister for Climate Change and Energy, the Hon Chris Bowen MP, on the appointment of Mr Tony Chappel as Chief Executive Officer and Chair of the Clean Energy Regulator (CER).
Mr Chappel joins the CER from the New South Wales Environment Protection Authority (EPA), where he has served as Chief Executive Officer since 2022, leading one of Australia’s largest environmental regulators.
Throughout his career, Mr Chappel has held senior leadership roles across the public and private sectors. At the EPA, he oversaw environmental regulation, compliance, enforcement and emissions-related functions, while leading significant digital and regulatory transformation.
Prior to this, Mr Chappel served as Executive General Manager, Corporate Affairs, at the Australian Energy Market Operator (AEMO), providing him with extensive experience across Australia’s energy sector. He also brings a strong background in finance, governance and corporate law, and holds a Master of Environmental Change and Management from the University of Oxford.
Collectively, these experiences provide Mr Chappel with a deep understanding of many of the sectors, stakeholders and policy issues that are central to the CER’s work.
CER Executive General Manager Carl Binning will continue as acting Chair and CEO until Mr Chappel commences in mid-September.
