VCAT has ruled that an application associated with a proposed 10-storey building in Endeavour Cove will not proceed.
Kingston Council successfully fought the application at the Victorian Civil and Administrative Tribunal and welcomes the decision.
Council had earlier determined to refuse the application which sought a reduction in the number of parking spaces required for the proposed development at 64 Pier One Drive, but the matter had been appealed to the state planning tribunal.
Kingston Mayor Steve Staikos said Council was relieved with the results and was focusing on introducing tighter permanent planning controls for the area.
“The VCAT decision reinforces Council’s view that the new planning controls should come first, before any significant new developments are considered in the Cove precinct,” Cr Staikos said.

Council took swift action to prepare a Planning Scheme Amendment to introduce permanent changes following our review of the report by the Victorian Ombudsman tabled in Parliament in October 2021.
A four-week public consultation period on the proposed tighter controls has just been completed.
Cr Staikos thanked community members who made submissions.
“It’s vital that our community’s voice is heard as we plan for the future of the Cove,” he said.
“The next steps are for Council to review the submissions before calling for an independent planning panel to be appointed by the Minister for Planning, the Hon Lizzie Blandthorn, who will make the ultimate decision on any changes to the planning controls.
“Anyone who made a submission will be invited to present their views to the panel to ensure their important feedback and experiences are considered,” Cr Staikos said.
