The McGowan Government will fund the $10 million-plus expansion of air-conditioning at Roebourne Regional Prison to include all cells.
Installation of air-conditioning in the Pilbara facility’s two mainstream accommodation units is expected to take place in 2023/24 following a competitive tender process.
The funding decision follows the Department of Justice commissioning a feasibility study into installation options.
The prison already has air conditioning in cells designated for prisoners with medical conditions and transition cells for those who have been doing outdoor work in the community.
The recreation hall, prisoner visits area and female activities area are also air-conditioned.
The facility was built in 1984 incorporating design considerations to minimise the impact of climatic conditions in line with community standards at the time.
Prisoners to date have been making use of fans in their cells. The facility has external shade structures to shield cells and management operates a flexible routine to adjust to the heat.
Cell temperatures are monitored throughout the day at Unit 1 and 2 and medical staff are on duty to ensure prisoners’ health and safety.
As stated by Corrective Services Minister Bill Johnston:
“This is a significant investment by the State Government towards prisoner welfare at Roebourne Regional Prison.
“In making this decision we have listened and responded to stakeholder and community concerns about the potential effects of the heat on prisoners’ health and safety.
“This project will factor in the local climatic conditions and challenges posed by installing air-conditioning in a humid tropical environment.
“Ahead of this work being completed, the prison’s management will continue to be vigilant in safeguarding prisoners’ wellbeing through existing practices.”
