Legal Aid chief appointed Western Australia’s State Solicitor

Attorney General John Quigley is pleased to announce the appointment of Dr Graham Hill as Western Australia’s State Solicitor.

Dr Hill has over 30 years’ experience in legal practice. His areas of practice have included civil litigation, administrative law, constitutional law, dispute resolution, and employment law.

Dr Hill comes to the State Solicitor’s Office from Legal Aid WA where he has been the Director and Chief Executive Officer for the past five years.

During his time as Legal Aid chief, the organisation has grown to over 365 staff, and now has 10 offices throughout the State, along with 16 virtual offices and 53 outreach locations.

Under Dr Hill’s leadership, Legal Aid has increased services, launched significant new and innovative programs and attracted substantial new funding. The organisation’s workplace culture results have also reached record highs, with Legal Aid staff reporting a 97 per cent level of staff engagement.

Before moving to WA, Dr Hill was a partner in a Melbourne law firm and then General Counsel to the Department of the Premier and Cabinet in Victoria, where he handled litigation, managed legislation through Parliament, and gave legal-policy advice.

He has also headed Tasmania Legal Aid and been a Deputy Secretary at the Victorian Department of Justice.

Dr Hill has a Bachelor of Laws, Bachelor of Economics and Master of Laws from Monash University and a specialist doctorate in law from the University of Melbourne. 

His appointment, by the Director General of the Western Australian Department of Justice, Dr Adam Tomison, follows a merit-based selection process. Dr Hill will start work on 29 May.

“The SSO provides a crucial and highly-valued service to the State, its departments and agencies. Dr Hill’s deep understanding of the Government client and history of leadership success in law-related organisations will ensure SSO continues to provide high-quality legal services.

“I would also like to take this opportunity to thank Angela Komninos for her excellent service acting in the role since Judge Nicholas Egan PSM was appointed to the District Court.”
