The Government has secured the future of the National Disability Insurance Scheme (NDIS), with legislation to make the scheme safer, clearer and more sustainable for participants, passed by the Senate today.
The NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 delivers on key reforms to strengthen the scheme and ensure it can continue supporting people with permanent and significant disability.
This includes changes to clarify how support determinations work and who they apply to, as well as outlining safeguards for participants who require continuous 24-hour care. The changes also clarify eligibility requirements, improve how NDIS plans are managed and administered, provide clearer rules about how funding can be used, strengthen oversight of providers delivering NDIS-funded supports and strengthen fraud and integrity measures.
The Bill was shaped by feedback from people with disability and their families and carers, as well as advocates, providers and the broader disability community, including through the Senate inquiry.
The government agreed to several amendments to strengthen participant safeguards, make the laws clearer and easier to understand, and support new arrangements for plan management providers.
Together, these reforms will help make the NDIS stronger, fairer and more sustainable, and return the scheme’s focus to the people it was designed to support – those with permanent and significant disability.
Current NDIS access and planning arrangements will remain in place until changes are introduced gradually over the next few years. There will be no changes to access until 1 January 2028. The NDIA will communicate with participants before changes affect them.
