New COP31 Action Agenda electrification target announced at Bonn

COP31 President Türkiye announced a new global electrification target as part of its Action Agenda at the Bonn Climate Change Conference in Germany.

The proposed target, ‘35% by 2035’, calls for a third of the world’s energy needs to be met by electricity within the next decade.

The target draws on analysis from the International Energy Agency (IEA) and International Renewable Energy Agency (IRENA), and aims to help keep the world on track to meet the goals of the Paris Agreement.

Electrifying the global economy involves transitioning to electric options across a range of sectors, from the cars we drive to the way we heat and cool our homes.

Electrification can create tangible outcomes for communities, including:

  • reducing emissions and air pollution
  • increasing energy system resilience
  • improving energy efficiency
  • lowering household costs
  • creating jobs.

For Australia’s partners in the Pacific, electrification can support improved energy security through shifts from diesel generation to alternative energy sources, including solar.

At home, Australians are rapidly making the switch to electric options. In May 2026, nearly 30% of new light vehicles sold in Australia were electric, and households are seeing cost savings from reverse cycle air conditioning. This is supported by our rooftop solar and home batteries, where 1 in 3 Australian homes now has rooftop solar.

COP31 Action Agenda

The ’35×35′ global electrification target was announced as part of the official launch of the COP31 Action Agenda, led by Türkiye.

The Action Agenda is where the private sector and civil society come together to take voluntary climate action, separate to the formal COP negotiations. Australia is leading the negotiations for COP31, where Parties to the UNFCCC make decisions based on consensus.

Other Action Agenda targets announced include:

  • Halving growth in global waste by 2035.
  • Reducing energy consumption intensity in the building sector by at least 25% by 2035.

These goals build on the 10 priority themes Türkiye has set out for the COP31 Action Agenda.
