Mornington Peninsula Shire has received over $4.7 million in grant funding through the state government’s Growing Suburbs Fund (GSF), with the majority ($3.5M) being secured to assist in the delivery of the Rye Township Masterplan.
The Rye Township Masterplan has a total project cost of $6.5 million and sets the strategic vision and direction for the improvement of the foreshore, streetscape and town centre of Rye.
The GSF grant will contribute specifically for the Stage One development which involves upgrades to:
Napier Street Plaza
Transforming the Plaza into Rye’s main pedestrian promenade, suitable for events and markets. One end of the Plaza will become a shared zone prioritising pedestrians, while wide enough to accommodate through traffic on Campbell Lane.
Foreshore Promenade
Linking the northern end of Napier Street to the Rye Pier. Includes a wide timber deck extending the pier onto the land. Includes a raised pedestrian crossing at Point Nepean Road to create a safe crossing for pedestrians to Napier Street Plaza.
Foreshore Park
Replacing the eastern carpark next to the Rye Pier with public open space and redesigned car parking.
Camping reconfiguration
Enhancing the camping area to provide additional public open space on the foreshore directly opposite the main commercial centre, involving the:
- reconfiguring camping sites to the east of Weir Street.
- relocating camping sites between Lyons and Weir Street to the western side of the foreshore reserve.
- The Lime Kiln (on the western edge of the foreshore reserve) will be revitalised into a small precinct of its own and with finding and heritage signage.
Mornington Peninsula Shire Mayor Councillor Sam Hearn said this is great news for the Rye community.
“This funding will attribute to enhancing and strengthening our facilities and projects to ensure we are providing the best for our community. We are really excited to partner with the state government in delivering a project of this size for our community”.
Nepean Ward Councillor Bryan Payne said “this is truly exciting news. This funding from the Growing Suburbs Fund will enable Council to accelerate the complete transformation of the Rye Foreshore. Together with Council’s contribution of matching $3M, the Rye Township Masterplan will be completed at least three years sooner than originally anticipated. The camping area in front of the shops will be realigned to the east to enable the beautification of that area”.
Nepean Ward Councillor Hugh Fraser said “the comprehensive Rye Township Masterplan has been developed closely with the Rye community, Rye Beach Business Association and Rye Community Alliance. It will revitalise Rye and build on its considerable natural assets, including ‘in-depth’ township grid, new strong north south Pier-Napier Street axis, primary school, community facilities, retail and the superb north facing beach and foreshore”.

SOMERVILLE ACTIVE RECREATION HUB
Growing Suburbs Funding: $742,500
Total project cost: $1.48M
The Somerville Active Recreation Hub, to be located at Fruit Growers Reserve (Edward Street side), will feature a designated area of BMX, scooter, bike and skate components and a variety of other recreational features such as a multi-use court space, 4 square, parkour equipment and mini trampolines.
Together with the sport fields and the recently constructed Somerville Recreation Centre, the Somerville Active Recreation Hub will transform this area into an active precinct.
Watson Ward Councillor Julie Morris said “It will be fantastic to once again see a skate park and recreation area in Somerville after such a long wait for local residents”.
TYABB KINDERGARTEN UPGRADE
Growing Suburbs Funding: $727,075
Total project cost: $1,454,150
Tyabb Kindergarten will be upgraded and expanded to respond to growth and to the state’s introduction of funded three year old kindergarten.
This project will repurpose an unused area of the building, while also raising accessibility standards to meet code and will deliver a new playground at the facility.
Councillor Morris added “this is great news for the Watson Ward community. We look forward to bringing better services and facilities to our Somerville and Tyabb residents”.
