New vision proposed for Norvel Estate

We are inviting feedback on a proposal to rezone and subdivide the former quarry at Norvel Estate to facilitate residential development, recognise open space, and conserve bushland reserve.

Norvel Estate is located between Norvel Road and Blind Creek valley in Ferntree Gully. Formerly known as ‘Norvel Road Quarry’, the site was used for clay extraction for the manufacturing of bricks from 1955 until its closure around 2009.

A new vision is being proposed for Norvel Estate, to allow for residential use and development of underutilised land in an established residential suburb.

The proposal consists of the Planning Scheme Amendment C184knox and the Planning Permit Application P/2020/6049. The applicant is Norvel Estate Pty Ltd C/- Urbis Pty Ltd.

The Amendment proposes to rezone Norvel Estate land from its current purpose of earth and energy resource industry, to facilitate housing development that is consistent with the neighbourhood character, retain protection for the bushland area, and support the development of a shared path connecting to the Blind Creek Reserve trail.

The Application proposes a staged subdivision (including 138 residential lots), construction works for pathways, and vegetation removal in areas that are not in the biological significant area.

The proposal also seeks to provide the bushland reserve to Council for conservation purposes, and gift 8 lots to Registered Housing Agency for the development and management of affordable housing for lower income Victorians, which supports Council’s Affordable Housing Action Plan and the strategic directions of the Knox Planning Scheme.
