Parachuting rules commenced 2 December 2023

This work forms part of our General Aviation Workplan and follows industry consultation, including a significant contribution from the Sport parachuting (Part 105) Manual of Standards (MOS) technical working group.

The Part 105 MOS commenced 2 December. It supports Part 105 of CASR and contains requirements of greater technical detail.

To coincide with the MOS commencement, we also introduced some exemptions that fix unintended consequences in the Part 105 rules. These exemptions are captured in instrument CASA EX 105/23 and were consulted in October-November.

Summary of what’s in the exemption

  • A Part 105 ASAO authorisation is not required for:
    • an operator who provides services or equipment not directly linked to the conduct of a parachute descent
    • a person that conducts training for pilots of parachuting aircraft
    • an operator of an aircraft that is used for a parachute descent that is not operating as part of parachuting training operation.
  • The pilot of a helicopter operated to facilitate a parachute descent by a trainee or tandem parachutist must have to have a minimum flight time of 10 hours on type.

We sought feedback on two exemptions from the 10-hour flight time on type requirement for a pilot in command under supervision but after feedback from the Australian Parachute Federation (APF) the exemptions were not implemented.

We will continue to provide support to the APF as they transition to operating under the new rules.
