Active Horsham Strategy adopted to guide sport and recreation future

Horsham Rural City Council has adopted the Active Horsham Strategy 2026-2036, a 10 year roadmap to guide the future of sport, recreation and active living across the municipality, creating more opportunities for people to move, play, connect and belong.

The Strategy provides a clear, evidence-based direction to strengthen participation, facilities, programs and partnerships, ensuring Horsham continues to support a vibrant, active and healthy community.

Mayor Cr Brian Klowss said the Strategy reflects Council’s commitment to supporting sport and recreation now and into the future.

“Active Horsham is about making it easier for everyone in our community to get involved in sport and active living,” Cr Klowss said, “It sets a clear direction for how we plan and invest in facilities, programs and opportunities over the next decade.”

Community feedback highlighted strong demand for sport and recreation to support both physical and mental wellbeing, along with growing interest in more flexible and social participation options.

The Strategy was shaped by extensive community engagement, with more than 240 community members, including sporting clubs, volunteers and key stakeholders, contributing across two phases of consultation. Barriers such as time, cost and access to information were identified, helping shape actions to make participation easier and more inclusive.

“Community input has been central to developing this Strategy,” Cr Klowss said.

“We’ve heard directly from our clubs, volunteers and residents about what’s working and where improvements are needed, and that feedback is reflected in the final plan.”

A key focus of Active Horsham is improving inclusivity and access, particularly for women and girls, young people, older adults, people with disability and culturally diverse communities.

The Strategy also aims to strengthen local clubs, volunteers and partnerships, while guiding future investment in facilities, infrastructure and programs. It prioritises smarter use of existing assets, flexible and shared spaces, and stronger collaboration to deliver sustainable outcomes.

“Active Horsham positions us well for the future,” Cr Klowss said.

“It’s about building a healthier, more inclusive and connected community where everyone has the opportunity to participate and thrive.”
